[cobalt-security] turning off "server management" button..

Hello,

I notice that when I create a virtual site on our RaQ3 unit and log in
using a user account created for that site (an admin account),  there is
a "Server Management" or "Manage Server" button on the first panael of
the site administration interface.  I'm wondering why that link is even
provided, as you need the admin pw to access this area anyways, and it's
confusing to have it there.  Is there any way to turn this button off
that I might be missing?
