The way I have come to understand IP addresses is that they are binary numbers based on the octal system - as each division of an IP address (ex. 209.130.34.10) is referred to as an octet - so there are 4 octets in a single IP address. If you were to do the math, as in taking your numbers from each octet of your IP address they would convert to octal like so: in decimal 12 is equivalent to 14 in octal, 41 dec is equivalent to 51 in octal, 136 dec = 210 in octal, and 152 dec = 230 in octal. The system also works in reverse, but it isn't shown as such because our world revolves around the decimal system. As to why your numbers are proceeded by so many zeroes, I would say perhaps that in regards to the fact you are converting from a decimal number, which is a base 10 number system, you have the zeroes to hold the places...
