Well, it was a graceful restart, which means that Apache read a modified
config file and changed it's "behaviour", without disrupting the WWW
service.
I am sure this happens every time you add a new virtual site or do the like.
Each modification of the config requires a restart (usually "graceful") of
the Apache server.
