[cobalt-security] Security Updates versioning scheme

Cobalt's security update versioning scheme doesn't make sense to me. For
example, why was version 2.96 released after 2.97? My understanding was
that the updates are supposed to be installed in order. When I install
2.96 will I then have to re-install 2.97?
