[cobalt-security] Denying FrontPage Users FTP Access

Hello,

How are folks actually denying FTP access to FrontPage users? I know you can
do it with the /etc/ftpusers file, however this is very easy to get around.
A Site Admin only has to create another user or Site Admin and they have FTP
access again.

How can we deny FTP access to a whole directory and/or web site?

I have played around with a few different commands in the proftp.conf file,
but don't seem to be having much luck.
