[cobalt-security] telnet hangs if net connection down

I recently had a problem with my Qube: I couldn't get out to the net
(the Qube is the firewall), nor log in to the Qube using telnet,
despite the web interface saying that all was fine.  I was concerned
that I might have been hacked, or that the Qube was seriously broken,
but it turned out that my DSL connection was down, and login was
hanging after the banner but before the login: prompt.  Any idea why
login hangs if it can't get to the net (DNS?), and what the cure might
be?
