I beg to differ!
I went over the 32-site admin limit long ago and was still able to
upload into my /home/sites/home/web directory just fine, until recent
patches/updates were installed. I hadn't changed any of the
permissions on the web folder.
After the patches/updates went in, I couldn't upload to
/home/sites/home/web as admin. Had to either 'touch' through telnet or
use a different site admin login for the server's main site.

I have experienced the other problems associated with the 32-site
admin limit, but they *never* affected my home directory until just
recently (which is why I attribute it to the patches).
