Have you checked the /var/log/messages for details?
You can also turn on extra debugging in the proftpd.conf
file. Add the following lines for debugging:
# Temp Debugging
SyslogLevel debug
SystemLog /var/log/ftpd.debug
This will log information into the specified file about
errors encountered.
