Class C addresses are allocated in blocks of 256 addresses;
but typically what's happening these days is that the ISPs
are then handing out a sub-block to a customer. So,
203.232.150.0 -> 203.232.150.31 belong to Acme Widget Co,
203.232.150.32 -> 203.232.150.63 belong to Bogon Widget Co,
etc, both of whom get their connectivity throught the same ISP;
and are therefore probably in the same area.
