Yes there is at least one, maybe there are more ...
If you look at openssh.com you'll find there a link to PuTTY
It is free and supports SSH 1 + 2 scp ....
Once configured, PuTTy works fine.
There is a gui-frontend for the putty scp, too.
I didn't use it but it seems to work like a normal windows-ftp-tool.
