Try looking here:
http://www.openssh.org/windows.html
I've used putty for ssh and secure iexplorer (which operates off of putty
technology) for scp.
My favorite ssh client for windows is securecrt from vandyke.com, but it
retails for $99. Cuteftp pro is great for scp uploading as well.

Subject: [cobalt-security] After SSH install...
Hi,
I've installed OpenSSH 2.9p2 on my RAQ4. What now? Do I disable telnet
and ftp access in the control panel for all sites? What about connecting
back to my rack? Any free software for SSH? Also, does this only cover
telnet? What about FTP?
