I have just downloaded the
RaQ3-RaQ4-OpenSSH-3.0.1p1-1.pkg file and installed it. Now ssh works!!! WHY?
I'm trying to figure that one out :)

While this may not help you directly, it is another clue for those reading
this.
I run OpenSSH 2.9p2 on my RaQ3. When I compiled/installed OpenSSH 3.0.1, I
could not get in -- my password was denied.
When I reverted to the old sshd, I could get in.
At that point, I decided to update sshd at a later date and stay with 2.9
for now...
