I'm sure Taco Scargo and his guys will soon fork out a PHP-4.1.0 package for
the RaQ4, but I doubt that you'll see an unofficial or official Apache
upgrade from them.
As for the mailto ... no, that's correct. It automatically inserts a subject
on most mail clients.
