I wouldnt lock him out, it could be one of your customers with windows 2000.

Ive seen several of my customers configure their "real domain name in the
internet" in their local machines.
Windows 2000 comes with a default setting in DNS that tries to update its IP
dynamicly to the DNS server.

It doesnt harm you, because named is denying these updates.
