[cobalt-security] self issue of certificates

Ok how do you go about doing this, as I can see it
being a major benefit for locking down the admin
pages, is this in the manual(er Im off in the middle
of no where at the moment and dont have it on me) Or
is there a resource that shows you how to do this in
big bold letters(So that I can understand).
