The best is NetTracker. However Cobalt made some changes and never told NetTracker so now the official version of NetTracker does not work properly on RAQ systems.

Can you tell me where they document/demo the "limiting" or "amount due"
features?  I can't find them on their website.  At their pricing, it
costs about $3700 to install it on a RaQ hosting 250 sites; I'd think I
could stick with Webalizer at that rate, and enjoy dinner out once in a
while <smile>.
