Install from the web interface the webmin package for the cobalt server you
can find at http://cobalt-aid.sourceforge.net/files/

Webmin has an utility that will allow you to edit files in the server, so
edit hosts.deny and you are done.

It will also allow to open an ssh session from your browser.
