[cobalt-security] raq4 Forbidden?

Just brought up a new RaQ4, applied all the necessary patches to bring it up
to date with no problems. The system allowed me to create a new site but
then going into site manage gives me a "Forbidden - You do not have
permission to access the requested file on this server". Nothing special, no
ssl, no frontpage, just a simple site. Looking around the "system
status/disk usage" does the same thing. Are there any outstanding issues
with patching that messes up the permissions in any way? Looked thru the
knowledgebase but nothing found. Anyone have anything specific before I go
mucking around? Rather not introduce a security issue by changing a lot of
permissions if I can avoid it.
