Ok, It's an apache problem, but was apache created by someone in the free source world or was it made with the OS?.
Don't answer that I was being a smart ass :)

Why does everyone in the open source world "pass the buck" as it were?

.htaccess is an Apache feature... You could run Apache under
Windows and the .htaccess files would still work the same way..
