I did have a copy, but he asked me to take it down from public access.
There are others who have made apache upgrades, e.g. cobalt-aid:

I'll contact the author see if we could get a 1.3.26 apache for raq3/4 etc.

uk2 said that cobalt were going to call them back about it, but I've not heard 
anything back from them either, so I guess they've not called back yet.
