Our client's RaQ3 is running only the following "unofficial" software:

CMU-SNMP Update Release 3.7.1
OpenSSH Release 3.1p1-1 
Webalizer Release 1.30-04-7GIF-3 

Upping the memory did appear to fix the problem.
