Did you compile this one yourself rather than using one of the packages?
Just wondering if you might have missed --with-pam off of the configure.
Another idea might be to run it interactively:
1. Shutdown the running daemon
2. Run directly using (you need both the lower and uppercase d switches):
sshd -d -D
3. Try and connect from SSH client
Might give you more information as to the problem.
