I wonder what else didn't get done correctly when you installed that
package. It's possible that something interrupted it and prevented it
from copying this file...
But something else a little less obvious might not have been done
correctly as well. You may want to re-install the pkg file or the RPMs
it contains just to be safe.
Of course this is only necessary if you're really paranoid.
