[cobalt-security] RaQ 550 and bandwidth monitoring?

I may be a bit off topic, but this puzzeled me, the RaQ 550 was advertised
with "Bandwidth Management" software, well where is it?  If i have a user
that I want to limit to 10GB a month transfers, can I automaticly make it
stop working, or atleast make it throttle down to really slow?

If any of you are hosting providers, can you share a few tips how you manage
your users accounts like this?
