This is just from a search but note the section "Usage" on this page.
http://olympus.het.brown.edu/cgi-bin/man2html?pwdb_chkpwd+8
so maybe something fishy was attempted. maybe worth looking into possible
exploits against that binary. all i can offer im afraid.

Subject: [cobalt-security] "system accounts not allowed" ???
Hello Cobalt-Security Gurus --
Here's a message I saw in my Raq2 log:
Sep 15 18:01:17 www pwdb_chkpwd[3590]: system accounts not allowed
Never seen it before, no idea what it means
and I can find nothing in the knowledgebase
nor on Google... Do I have a security issue?
Or a red herring?
TIA!
Dan Keller
