Is it showing up on Top??
Do:

netstat -an | grep 22

Make sure no other service is running on the port.

We just had SSH go out on one of our Debian boxes. We had to make changes to
/dev/null

You may want to read this, not sure if same issue but may be worth looking
into.

Stranger things can happen. They are Raq servers:))
