[cobalt-security] Admin user on web interface

Dear all,

I hope someone can shed some light on a problem I have with admin users
using the web interface.

I have setup up sites and designated particular users as admins. However,
should the user try to login to the www.particularsite.com/admin/ they are
refused entry. Only the System Admin account can successfully login.
