I think development on ipchains pretty much stopped about two years ago, the
functionality was replaced by iptables in the 2.4 kernel series. Not sure
about Sun/Cobalt, but most of the rest of the Linux community has abandoned
ipchains. That's why the documentation on the net is so old.
