[cobalt-security] Load Balancing Help ????

I know this is not a straight Cobalt Question
but I am a Mirror for a very Popular Software
and every time a new version comes out, I get
Hammered,,,,    90,000 downloads in 36 hrs
of 1.5 megs each.
For those wondering  http://files.lavasoft.us and
www.lavasoft.us > I DNS cname point that!

Is there a way to set up a Qube 3
and a Raq 4 plus several other sites I maintain
to either limit bandwidth usage on one file, or
number of downloads at once or both ???
And be able to choose the best location to
download from ???
I know several locations I cannot set up
download speeds because I am not the
system admin on that server.

Ideas.... ??????
