I have blocked ISP blocks if I see nothing but abuse coming in. Sending
emails to abuse does nothing. Although PacBell did actually answer the phone
one day and did correct the problem.

Maybe if enough people started to block out people that are abusing and it
started to effect the abusing host, maybe, just maybe things would start to
change. 

Now I am starting to sound like others about spam:)
