The Cobalt CGI makes two changes. The one to /etc/mail/sendmail.args is as
you describe. The other is a change to /etc/mail/sendmail.cf to change the
deliverymode directive from "background" to "deferred".
I believe that something is not happening when "deferred" is set.
When deliverymode directive is "background", -qwhatever has no effect.
