AFAIK, you won't be able to sync unless you are running an exchange server
or something similar. I have next to no knowledge of windows
networking/servers so you may want to look up something on the MS site or
seek out professionals.
However, on the cobalt you could go for a MySQL/PHP replacement to Outlook.
Have a look at http://www.phprojekt.com/ which can work with Outlook in so
much as you can export stuff from Outlook, and back from project into
Outlook. Clunky, but just about works...
I've a client with several home and/or field workers and they use it
completely replacing outlook for calendar/to-do list stuff. I believe they
use it's email facility while on the road, and they've chosen to retain
email clients (mostly outlook) for in office work; they use IMAP email,
which helps with various PCs collecting email for one user.
