this might be it. I have pop before smtp and i have about 20 people a minute checking mail but i will check it out.

it's probably getting more connections per minute than allowed by default.
check the maillog and count how many pop3 connections you get per minute.
you may wish to increase this in inetd.conf. then restart inetd.
