I don't recall the details off the top of my head, but you can
try examining HTTP Referer (sic) as a sort of bandaid fix.  Keep
in mind that any HTTP header field is easily spoofed.

Contact your upstream(s) and have them deal with the problem.
This sounds like an abuse issue, and probably should be dealt
with accordingly.
