[cobalt-security] virtual IP site with no siteadmin

Hello,

I have set up a virtual site on our RaQ3 with it's own IP.  Before
having our ISP's DNS admin make a setting for us in the registry
however, we need to do testing and make sure all is cool for launch.

Theoretically I should be able to access the site via it's IP# in a URL
field in a browser, and I can, but when I type in /siteadmin after the
IP#, i cannot access the site-management console screen as I normally
can on other sites where the actual domain-name is tied to the IP number
allready...

Any ideas on what's wrong?
