[cobalt-security] Qpopper fix for lock problems on RaQ2

Overview:
--------
There is a newer version of qpopper available as
an experimental update.  This package is currently
undergoing testing within Cobalt, and should be
considered prone to problems.  If you do experience
any problems with this package, email me directly
and I will attempt to address any issues that arise
as a result of this patch.

Details:

This rpm addresses the issues found in some RaQ2s
post update 3.0.  Some systems would experience problems
retrieving their email via POP, reporting an error
with lock files.  This RPM should elevate those errors.

Location:

This update is supplied in RPM format.  There are multiple
ways to install this package.

1. Download, then install.
    o Download the RPM from: 
     
ftp://ftp.cobaltnet.com/pub/experimental/RPMS/qpopper-3.0.2-C6.mips.rpm
    o The run as root 'rpm -U qpopper-3.0.2-C6.mips.rpm'
2. Install direct from ftp server:
    o Run as root:
      rpm -U
ftp://ftp.cobaltnet.com/pub/experimental/RPMS/qpopper-3.0.2-C6.mips.rpm
