Why can't you go to Control Panel -> Access Rights
" Public Site Access (i.e. /cobalt/) 
    Open   Anyone in the world can access the Public Site.  
   Restricted   Only registered users can access the Public Site.  "
And check "Restricted" Then no one can access the site except the users!
