Here's the install steps.
The OpenSSH rpms are from any OpenSSH mirror:
http://www.openssh.com/portable.html
The rpm upgrade is from any RedHat Update mirror:
http://www.redhat.com/download/mirror.html

Tested on Cobalt RAQ4 Only!
No guarantees! Use at your own risk.
First the RPM binary must be updated from 3.0.4 to 3.0.5
in order to install the Openssh and Openssl rpms.
Check your rpm version: rpm --version.
In the /rpm3.0.5 directory install in the following order with rpm -Fvh
rpm-3.0.5.6xi386.rpm
rpm-build-3.0.5-9.6x.i386.rpm
rpm-devel-3.0.5-9.6x.i386.rpm
rpm-python-3.0.5-9.6x.i386.rpm

Upgrade Openssl to 0.9.5a
Install in the following order with rpm -ivh:
openssl-0.9.5a-3.i386.rpm
openssl-devel-0.9.5a-3.i386.rpm
openssl-misc-0.9.5a-3.i386.rpm
========================================================================
Install Openssh
Install in the following order with rpm -ivh:
openssh-2.2.0p1-2.i386.rpm
openssh-askpass-2.2.0p1-2.i386.rpm
openssh-server.2.2.0p1-2.i386.rpm
After installing run:
./etc/rc.d/init.d/sshd start
Then you can connect with your favorite SSH2 client.
