This sounds a lot like sendmail is being shut down due to excessive load. I
had this problem when a nasty SMTP program tried connecting to my server,
but never released the connection... it ended up spawning tons of
connections which eventually brought down the server.

I would try increasing the max child daemon limits in sendmail (there is a
setting for this in the sendmail config files, but I'm not sure what it
is...you can look it up at www.sendmail.org and there was also some
discussion on it in one of these cobalt forums at one time).
