TTSSH is free, at:

It requires Teraterm, which is also free (see details on the site).
I've used it to create an SSH tunnel to my Cobalt RAQ, in order to
bypass port 25 (SMTP) blocking by my ISP. This lets me use my own mail
server, instead of being forced to use their less reliable one.
