This is because you're looking it up in the wrong registry. The ARIN (US
registry) is telling you is to look it up in the APNIC registry (Asia).
Try something along the lines of:
whois -h whois.apnic.org 61.175.130.201
or
whois 61.175.130.201@xxxxxxxxxxxxxxx
depending on your whois client. It resolves to a .cn.net subdomain,
anyway.
