Not sure if this is the same thing, but on some machines I just checked
today that didn't run my updated Apache (1.3.20-ChunkFixed - The RaQ4
packages in disguise) I found the following:
Syntax error on line 29 of /etc/httpd/conf/httpd.conf:
Cannot load /etc/httpd/modules/mod_env.so into server:
/etc/httpd/modules/mod_env.so: cannot open shared object file: No such
file or directory
I've seen this on two servers thus far. Solution:
Uncomment every LoadModule line in httpd.conf, except for those that
exists in /usr/lib/apache/ (usually only PHP). After that, it starts
back up again. What is going on here?!
The thing you describe sounds a bit like trying to start httpd as admin.
You need to be root to do so.
