it means just what it says. the A record for J.ROOT-SERVERS.NET does not
match the one in your local hints file. you should update it. J's IP was
changed nearly 2 months ago.

this is absolutely, definitely, not related at all. if your web server
dies unexpectedly, you should check on apache instead. also,
restarting the server instead of the single failed service is generally
serious overkill.
