aclocal.m4 came with my copy of ssh-2.0.13.tar.gz. You might check if it's there and somehow got deleted.
On my systems, it only took the following to install ssh (these are Raq3is):
tar xzvf ssh-2.0.13.tar.gz
cd ssh-2.0.13
./configure --with-libwrap
make clean
make
make install
I didn't need to install autoconf at all. I did install ssh-1.2.27 first (same commands, different tar file), but that shouldn't have made any difference.
