[cobalt-security] bad migration experience

Today I did a migration from a Raq3 to a new Raq3. I followed all the
instructions for the migration correctly and then moved my dns configuration
manually. When completed the dns worked fine and all the sites looked good.
Problem was that even though users looked like they existed in the web
interface, they did not actually exist. No users could use ftp or check
mail. When trying to set a password for a user I would get a message that
the user does not exist. Then the real big issue. Using the web interface we
changed the admin password. At that point we lost all access. I tried the
password reset procedure using the paperclip and that did not work either.
I heard about a meta verify utility but could not find this anywhere. Not
sure if would help either.

Any thoughts please....

Help!
