safe mode,
Ive never turned this tab on or off but by setting
execute/write permissions to a dir you can pretty much
do what you want with it?
I think you will find with cheap hosting companies you
really dont have much flexibility, we normally check
to make sure the people using our servers know what
they are doing, so we give them more access.  Maybe
I'm not a sensible man, but i often grant people
execute and write permissions to certain directories.
And just threaten them with legal action if they do
anything stupid.
