While the answer might be of interest, it's hardly ontopic for this
list.  I'd answer this question on Cobalt Users, but I'm not sure it's
ontopic there, either.  You might try asking it on Hosting-Biz:

Again, off-topic here; the bottom line is do you want to be able to
offer your clients a professional solution?  Read the terms of service
from your cable company.  Do they allow you to resell bandwidth?  Do
they guarantee you any upstream bandwidth?  No?  Do they offer you
guaranteed bidirectional speed (remember for hosting you'll do over ten
times the data transit up as you do down)?  No?  I didn't think so.
